Users would like the ability to Submit a Consultation Request from the SmartPACS study list.

There currently exists a cloud icon in the patient study pane in SmartDR that submits a read request at AIS. This icon and action should be added to the study pane in SmartPACS.

Just like efilm used to do, have a button that links to the radiology report while viewing the radiographs in SmartPACS.
